'90 Talon TSi Won't Even Turn Over...thinking of buying, PLEASE help

I was planning on buying a 1990 Eagle Talon TSi today...w/ cash in hand I go to the seller to pick it up and he tells me about a breakage that JUST occurred (an hour before I got there). I figure he just didn't want to let the car go or something so I ask him to start it regardless.
The guy said the car suddenly lost power and shut off when he was driving. He didn't want to fuss with it so he just had it towed home. When he went to start it, it whined...and that was it. Didn't turn over, just whined. I know the car needs a new oil pan gasket, he said it leaks (but not that much). I'm just wondering what the problem could be. He said he would take less $ because of the problem, but I'm wondering if it's worth it.
Please let me know what you think the problem could be and how much work it would take. I'd just like to buy it soon, if it's worth it.
If it's multiple things, please give a percent chance for each.

0%Oil Pan gasket, unless sumhow it sprained the largest leak ever recorded.
50% Timing belt broke and will need several hundred dollars in repair.. Sounds like the whine you're hearing is the motor cranking over with no compression?
50% Combination of problems.. Maybe the CAS took a dump and it needed a starter.. (If it doesnt crank.

When you crank on it do the accessory belts spin? or do you genuinly not have any crank.
 
If none of the belts turn when you try to crank, it's probably something with the starter motor. If the belts do spin, next thing to do is pull the upper timing belt cover (two 10mm bolts) and check the timing belt, you shouldn't be able to push it down more than 1/4 of an inch.
