Low RPM / low TP sputter (did troubleshoot already)

I recently acquired my new 92 TSI AWD (auto) and am having a little problem with it. At around 1900-2300rpms with very minimal pedal effort the car sputters like a weak stutterbox. I have eliminated the following possibilites. I am using an ECU from a 93 TSI AWD auto.

1. New spark plugs and wired gapped to .28
2. My TB is blocked off (both FIAV and ISC)
3. No boost or vacuum leaks

Any help is appreciated. Thanks in advance.
