420A A/C Fan problem

im looking for any ideas as to why my conditioner fan works only on high, but when i put it on the low speeds there is no airflow but the green a/c light still turns on. i have already replaced the condition low speed fan relay so i am lost for ideas.

If you're talking about the inside blower fan the resistors are probably burned out. The A/C light goes on/off with the A/C (or defroster) switch being pressed and nothing else (not the A/C necessarily working).
