garrett turbo oil supply and return

im having smoking problems and i believe its from turbo possibly over oiling or restriction in return line can anyone help diag! valve stem seals new,rings new,car started smoking when i swapped turbos. this is a new turbo and im wondering if there is a oil restrictor im supposed to be running. thanks for any suggestions!

Before we can answer the question, we need more info.

What turbo do you have?
Where are you feeding it from?
Balance shafts removed or intack?
Oil pressure bypass orfice ported?

the model number is tb03 ,shafts removed,oil feed from stock location back of head,orifice not ported!
