Ok I have had quite a few dsms and not a rookie but this 90 has me licked.

I got it a few weeks ago and don't know too much about its history. Former owner is playing stupid and I am not one to care that much.
The car will start up cold most of the time .It can have problems sometimes restarting and pretty sure its flooding bad. When it don't restart we have checked plugs and they are wet with fuel.
The car pulled 19 inches of vacuum. And compression is near 150 across the board. Engine has 100,000 miles on it .Don't burn any oil at all. Well out the back. Can't actually drive it. I can't even really leave my bay. It feels like its rev limited at like 3000rpm. If you floor it you sort of get a shaking and it just don't want to rev and you get massive clouds of black smoke out the back.

Me and good dsm buddy have pulled our hair out on this thing. So far this is what we have done and tried. Nothing has helped the problem remains the same.
Anyway we first put in new ngk Bpr7es was going to run 15psi on the car. Also new ngk wires, proper firing order. Seemed to help a bit on some missing the car had but not the main problem of flooding out blowing huge black clouds and not revving.
Fact you are lucky to go 10mph and the car can stall out or feels like it would.
So next after plugs and wires did fuel filter and air filter. no change in problem.
Next checked cam timing on gears ,dead on. Tried to make sure cas was not 180 off but not totally sure how to do that. Do we have to turn engine twice or how do we know we are at tdc on compression stroke. We put screwdrive in cylinder and watched it come up..is that the right way?
We didn't check timing yet. Cas is in middle of range right now.We pulled plugs and grounded them and we had spark on all of them. I switched out another fuel reg with good one no change. I switched that silver injector module with another one no change. I looked at ecu no cap damage visible and no trace damage checked under side visible. Tried to use my 91 auto ecu but dont think that worked too well didn't help and think they are set for 390 injectors and had them in manual 91 with 450 injectors.
we swapped in new walbro 190 pump. Today I installed new 02 sensor. I have scanner but it cant log I don't think..its scanmaster. O2 seem to go all weird when floor it .one reason put in new o2 today.
So thats where its at. We boost leak tested the car and we seemed to only get some slow leakage around turbo seal area.14 b stock .
I also thought sounds like exhaust restriction but no cat in the car some bullet and all welded front to back have to drop it a 02 and maybe see if that helps.

Appreciate any ideas.I need this car to run soon have other projects that need working on.

Oh..saw one code since all of this. 24..VSS vehicle speed sensor don't thnk my speedo is working. Can this make the car run like total crap.

We boost leak tested and only leak was turbo seemed to lose air slowly out think seals.

What is the CTS?

I think CTS means coolant temp sensor.

My friend picked up a 92 GSX that had very similar symptoms.
We replaced everything, just like you, and still same shit.
I eventually told him that his ECU needed to be looked at.
We pulled it and didn't see any significant damage.
He sent it in because it kinda smelt funny.
Turned out to be leaking capacitors and some minor trace damage.
It got repaired by some old Mitsu Tech guy I think on this site, and has been rockin ever since.
I can find out who did the service for him, just let me know.

Ok changed out coolant temp sensor .no change.I checked ecu and it looks perfect but still maybe damage under the caps. I have another ecu coming to try. I still think the ecu is possible solution but will play a bit more today. Will try another maf for starters.I an wondering what if someone switched the pins around on the ecu I have in the car.Its a 90 ecu but what if it was switched to 91.Anyone have link to what that would mean. Would car run with 91 pin configuration or would it run badly.

Man going to start to call you BLACK CLOUD if it's not oil leaks or tore up bearings it's this.

Good luck, Hope you get it sorted out and if nothing else it will get you a oil cooler for the 2.4

Thanks exactly what I needed to check.Maybe someone played with the ecu?
Willl check that shortly.
