Master cylinder priming?

I installed a new master cylinder and it's not pumping. The brake fluid level is not going down. What did I do wrong?

Did you bleed the master cylinder before you installed it on the car? It'll make things much easier if you bench bleed the master cylinder first then install it and bleed the lines.
