you will hear the turbo spool but the car will just be really slow

I have one last problem with this car that I just can't seem to figure out.

Here is what happens, sometimes when I get on the pedal you will hear the turbo spool but the car will just be really slow and feel very inconsistant and hesitates. It is hard to even get it to about 5k rpms when it does this. If I release the gas pedal and stomp it WOT then it will pick up fine. The top end usually seems to hesitate a little bit but most of the times it is hardly noticeable. Basically it leads to a very inconsitantly performing car.

Evo 3 16g turbo, Ebay FMIC, 3" exhaust no cat. Fuel is stock, set to a lil over 14 lbs.

Boost leak test shows no leaks, only the hole from the manual boost controller that leaks air only when its close to the 14 lbs.

Any ideas on what to check for or any more info you could use?

Do you have any type of logging device to check for dips in timing indicating knock?

no logging whatsoever...

Went through the boost leak test again, checked each vacuum hose individually, no boost leak, still can't figure out what else could cause this...

might as well pick up a logger to watch the timing right when you go WOT

I also wanted to add that the car backfires too if I just floor it WOT. Could a fuel problem cause this problem or what???
