Both power seatbelts stopped working at the same time. Haynes manual doesn't give any detail about the mechanisms. I'd like to assume both motors didnt both die at the same time and it's an electrical issue. Any ideas?

Check the fuse. If it's not the fuse you'll have to remove the rear seats and the trim panels with the speaker holes in them. The plugs for the belts and the motors are all under there.

Underhood fuse or underdash fuse?

I thinks it's an underdash fuse. It may be linked with something else so look for any fuse that might be blown.
