Timing issues advance or retard and how?

I have a 420a that I just rebuilt, went to start it and its very hard to start and very rough, also I believe Im not burning all the gas because it smokes and smells rich. I moved the exhaust gear two teeth down and it was better but not like it should be so I moved the intake back two and still problems, so I moved both down from tdc two and worse, tried tdc again and back to the worst start, but at tdc it will start and idle but very rough.

I know its a timing issue but I didnt know how many teeth or half a tooth to move which gear, Im not great at timing so please explain it to me. I believe if you tell me to advance intake it would move it down, advance exhaust it would go up, and retard would be the opposite if Im correct.

Car is at tdc right now so please help me if you can.

You need to leave the cam gears set the way they are from factory because that is most likely not the problem unless you didnt set the cam gears correctly when it was put back together. If you just rebuilt it there is no reason why you should be advancing or retarding your timing from stock. First check for any possible vacuum leaks,make sure all your sensors are plugged up and are working(test resistance), check for any broken wires, and make sure you are getting proper spark and fuel, hook it up to a scanner to see if any codes pop up and if worse comes to worse swap ecu's with someone that has a good running 2gnt.
