wont stay at rpms in neutral

When ever I try to hold my rpms at 2k or 2.5k it will bounce up and down it will not stay there. It either wants to keep going up or will bounce up and down. Is this a sensor or what?It only does it in neutral or when the clutch is in. I have a 95tsi awd.

it could be the idle air control valve, have you checked your plugs and wires doubt its those but it isnt unheard off. when you turn on your a/c does your idle drop??

If it bounces it is almost always the IAC motor. If it idles high at start then goes down when the car gets warmed up it is the FIAV.
