ECU and AC troubleshooting

I am having problems with my a/c working. I checked the 1st gen pinout on VFAQ. Apparently pin 65 connects to the A/C. Does this apply 12 volts or go low? I am not getting 12V on the pins for AC switch or AC Relay. Is this a common problem for the ECU?
I keep looking for information on it, but everything says leave it to a qualified technician. Its been to three different places and I am not paying for someone to say I don't have a clue again.

There are many things that can prevent the A/C from working (sensors, switches, pressures, etc). ECU pin 65 goes low to enable the magnetic clutch relay to activate. Of course there are many other things that must be working for there to be +12V on the other side of that relay before it will turn on.
