Can you replace the blockoff balance shaft bearings with engine in car?

No, the front balance shafts need to be blocked. If you want the cheapest possible elimination, leave the front balance shaft in (take off the belt) and it will block off the oil holes. Then take off the front case with the rear balance shaft attatched and install the Mirage stubby shaft into the oil pump gear to get rid of the rear shaft. I've done this with the motor still in the car and it wasn't a horrible job, especially since you have a FWD.
