Help with whinning noise

My car is whinning like a supercharger, and I dont know where its comming from. The noise is comming from where the belts are. I pulled the powersteering belt off and it still whinnes. Pulled the alternator belt off along with the powersteering belt and it still whinnes. My guess it is the harmonic balances? Or something along with the timming belt?
Any one have any suggestions.

Does it whine when the turbo spools up? If so then your turbo is going bad. But it still could be from the belts. Check the shaft play of the turbo to see if the compressor is hitting the housing.

If the timing belt is too tight it will make a whining sound. How long has it been making the noise?

It could also be one of the timing belt tensioner pulleys. Does it whine at all rpm's/

I also am experiencing some whining from the timing area. I just finished doing the belts/tensioner/pulleys/water pump/harmonic etc. It didn't do it when I ran the car with the covers off. Once I put the lower cover(brand new!) on it started doing it. I have pulled the upper cover off to check for signs of rubbing and found nothing. Could the balance belt make this noise if too tight? Will the belts "break in" and the noise go away?

Any ideas? I just got the car going after a long winter of maintnence and upgrades(and no boost!!!!) and don't want something to ruin my summer fun! I also don't relish the thought of undoing all the timing shit, but I will if necessary.

Yes it whinnes at all rpms, same with the sound gets louder when rpms go up

I was experiencing the same noise so I took off my timing cover and found that i had a snapped counter-balance belt and it was constantly rubbing the crank pully. purchased the balance shaft eliminator and installed... everything is all better . take off the timing cover and inspect.
