Engine revs only to1500 rpms after it runs for 3 second before the end of the 3 seconds engine will rev and go to rev limiter at 8000 rpms

On my 1990 turbo AWD Eagle Talon 5speed I can start the car and for the 3 seconds I can rev it to any point after the car runs for the three seconds it will only rev to 1500 rpms (when car is cold it will rev to 2000 rpms until it starts to warm up) there is no spark at this point no nothing from the motor it only rev to 1500 rpms then stops running and restarts running at 1200 rpms, this started after the motor was washed off but did not go away like a miss dose if your spark plug wires are wet on some cars and after it dries out the miss goes away, I thought it may have been the electronic ignition module because I unplugged it and dried it of and the wires two and it stopped for a few miles then it started to do this again so I get it home at 35 MPH which is 1500 rpms in 5th gear and try another electronic ignition module I have from a parts car but that did not work it did the same thing but when I plugged the wires back into the original electronic ignition module and started the car it ran fine until I got a mile down the road and it started the same thing again so I go back to my house and cut the plug that plugs into the electronic ignition module off of one of my parts cars and wire it in to my wiring harness on my car that I am having the problem with because I thought I had a bad connections in the plug or in the wiring harness I replaced almost 2 ft of wire when I did this I started again and it ran good at the house for 15min me revving the car every few minutes every thing looked good and sounded good so I go for another drive and about 5 miles from my house it dose the same thing and it is back to revving to 1500 rpms the shouts down and starts running again at 1200 rpms and will idol great and run great to 1500 rpms and still on start up the motor will rev up to what ever rpm for 3 or so second and then it starts back to the same thing only going to 1500 rpms, so I need help I have read several hr of treads on different forums but I can not find any one with this kind of problem so I hope there is some one that has some suggestions on how to fix this?

The only mods to this car that should effect the ignition is a crane fire ball ignition and the tack box that is needed for this yr car and this setup has been in the car for over 2 yrs.

Yes I did try the parts car ignition module with the harness I cut off the parts car and still dose not work but I need to clean the tabs on it and it may work thin they have a lot of green build up on them.

Could be cam angle sensor but why dose it work sometimes after I mess with the electronic ignition module and wiring?

Ok I cleaned the parts car ignition module tabs up and retried it in my car and it will run the car now but this ignition module dose the same thing, the car only will rev to 1500 rpms so the ignition module dose not appear to be the problem.
 
I did check the CAS and there was some water around the plug. I have 2 spare CAS from my parts cars so I changed it out. The car runs much better now it will rev better and is drivable now but it is cutting out at a higher rpm 5500 + and it is different it is more like a miss or misfire now but like 2 cylinders are missing a very hard miss under high torque between 5500 rpms and 6500 it will start missing and continue to miss till I let off the gas. I had 2 spare CAS so it still acts like a problem with the CAS so I put the other spare on the car but it dose the same thing misses or misfire at the same point? I also changed to a new set of spark plugs to NGK BPR7ES this past weekend and a new set of BOSH 7mm plug wires and still the same thing. I still am thinking it is the CAS but is it very likely that I would have 2 spare ones doing the same thing to the motor or maybe the Ignition Power Transistor? Any reply with ideas on how to fix this would be great. Thanks
 
I had the Eprom ECU rebuilt by Steve Piette and after I got it back it still had the miss or hesitation ,I put a reg ECU in my car and it will run fine no problem so I put the EPROM ECU back in and put my old chip back in it and it runs fine also so I got in contact with Jeff Oberholtzer and he made me a new DSM chip for my car but I put it in and it still dose the same thing miss and cut out at about 5000 to 5500 rpm's, I have checked all my wiring and it all looks good ,
I have come to the conclusion it is something to do with the EPROM ecu or the DSM chip or how they work together ? I need to get another 1990 EPROM ECU and try the chip in it or maybe find someone close to me that will let me try there EPROM ecu in my car with my DSM chip and see what I can find out is the problem but I still do not know what is the cause of this problem but I am still looking.

Ok if you watered any electrical connections you could be hitting many things. Your ECU can be shocked from any wire leading to it and there are a lot. Your fuel management could be trimmed permanently from and ECU short. Could be shorted injectors that keep fuel from getting in. Check your mixture with a gauge. If you're way lean for those first 3 seconds that means that your ISC (idle speed control) is giving the air it's supposed to on startup but as that backs off, the fuel just isn't getting there. This would be from injectors or fuel management in the ECU.
 
Try to unplug your throttle position sensor and see if it revs past 1500. I had the same problem on my 1.8 eclipse a few years back. I just left it unplugged and drove it daily like that. In your case, if it is the tps, get a new one and see how she runs.

Is indeed a possibility. I took the ISC motor off and kept the connector plugged in. I turned the car to on and it vibrated instead of just moving in quietly. I have one on its way from ebay so anything will work better than the one I have. 40k miles on the other one so I'd expect it to be just fine. I'll keep you updated on what happens.
