ok, as soon as i turn the key to the on position the fan cuts on (which i believe that it isn't supposed to do). also, if i give the car any throttle, the fan cuts off. isn't this a little backwards? what would cause this? i know i have a bad water temp sensor which i will be fixing tomorrow but i don't think that would cause the fan to do that. what do yall think it could be?

It wouldn't explain the throttle problem, but your secondary fan will come on if your AC is on. It's always worth checking the simple stuff. :)

yea, that one comes on with the a/c. that one operates fine. the other one is the wacked out one.

The rad. fan is controlled by the ECU on 2g's (so a bad engine coolant temp sensor or it's connection may be contributing). There are 2 temp sensors. The 2 wire one goes to the ECU. The 1 wire one goes to the temp gauge in the dash.
