idle problem

Did a rebuild with a new flowcoated head, cometic gaskets complete timing kit with greddy belt, t28 turbo and an evo III manifold. Had some problems before and traced it back to a leak in the intake manifold gasket. Changed the gasket and now the car runs good and sounds good but idle sits at 2100 with the adjustment srew all the way in and just increses as the srew loosens. How can I change idle and what is causing it?
 
A bad isc possibly??? Take the isc out and clean the carbon from it and then check it with a ohm meter to make sure it can work. An intake leak will raise rpm also, maybe a boost leak check will show it up if you have one. :dsm:
