i just installed a new head on my 91 Talon Tsi AWD and had a new timing belt put on. i put the motor in and hooked everything up and it wont start. it cranks slowly. the battery is good, the starter is good and it still doesnt do anything besides crank slowly. any ideas??
 
Slow crank is power related.
Clean the grounds. Make sure your connections are tight. Check the battery, starter, and alternator.
And make sure you've got a vinyl cover over your positive terminal.
 
Measure the voltage AT the starter (big + cable to the case) while cranking. If less than 11.5V you have bad battery cables or connections. You can connect a battery jumper cable from one end of each battery cable to it's other end (jump only one at a time) to check if it is a bad one (cable itself or it's connection point).
 
i got the slow crank taken care of, it was the starter motor was bad. now that i got it working correctly i did a compression test and all cylinders are at 60-80psi and #3 is a 120. the block was perfectly good before i put the new head on so i am thinking the valve timing is off alittle bit. On the compression stroke the intake cam lobe is facing completly upwards like it should and the exhaust cam lobe is probably around 10-15 degrees from being completly straight upwards. think that would cause this low compression?

Do you mean the dowel pins pointing up and off or the timing marks? It takes up to 6 rotations of the motor for the timing marks to align at 3:00 (exhaust) and 9:00 (intake). If they're 15* off, you're looking at bent valves.
