Alt. Adjustment bolt eating into Power Steering belt?

So I put the power steering belt on and then put the alternator belt on and tightened the adjustment bolt. I start the car and see tons of smoke and huge noise coming from the belt area. The alternator adjustment bolt tore the whole middle section of the power steering belt off! I need to adjust the alternator belt a little more as well but I think the adjustment bolt will tear the power steering belt completely off. What is the correct way to adjust the alternator adjustment bolt? Why does it run into the power steering belt in the first place when its tightened?
 
Yea my tensioner bolt is no where near close to the power steering belt. i just replaced the power steering pump/ belt and alternator belt. No more problems.
 
Had that problem when first got my car, it aint on right. Make sure it is on correctly and should have room.
