heater-a/c blower Vegas summer is killing me

OK here is my problem My a/c- heater blower has not been working since I bought this 91 gst. This what I have done so far.

-Replaced the swtich the heater doest not do anything but when i turn it on the max blower setting I hear a click.

-I replaced the blower resistor

-I hard wired the blower to make sure it works and it does blow.

Were do I go Next... what could be wrong? is it a wiring problem because I though these were the only replaceable parts in the heater ac blower system

Check both heater relay above fusebox (near driver's left foot) AND blower motor high relay below blower (passenger side).
