Car Stuttering, Problem getting solved.

Remember that I have always came here bitching that my car stutters, and no matter what I do, it just raises the RPM's at which it stutters at?

Well, I had oil leaking around my valve cover, and after bugging hoff with questions, he told me to just replace it. I pulled off the valve cover, and was asking my friend/mechanic, "Hey, what's that? What does that do? Should these rockers all be tight?" He was like "Uhh. Yeah." So I went around touching each one... Until I got to one on the cyl 1 intake cam. It looked like this:

Sooo... I think this is my stuttering issue/running lean/cyl1 misfire/gas mileage/lack of power/dumb stupid mitsubishi issue.
