new please help

i have a 91 eclipse 2.0 and im having some probs
when i get to 3000 RPM it starts to run really bad but stops at 4000
(shakes and no power) if i just gun the gas it runs fine
it is in all gears and at all speeds im not sure what would make it do this so if anyone can help please do im new to DSMs but i like it so far

By "stops at 4000" do you mean the engine will not go any faster or do you mean the engine runs fine above 4000?

at 4000 it runs fine i just put in a new pcv valve and a O2 sensor but nothing has changed
