New scm50 install...18psi? No MBC?

I just installed my new scm50 and with no mbc installed i am getting about 18psi from the straight connection? Does this mean something is binding or is it possible that these wastgates are set that high from the factory? I had to clock the turbo just a bit to clear an engine mount and the wastgate isnt really centered coming out of the diaphram.
So either way, i want to run about 22-23 psi. Should i not worry since i am going to run higher psi or will this have some long term effect and i should fix it..(assuming 18psi is possible on stock pressure scm50) Thinking maybe it might wear out the wastgate really quick or something?

How about this question? What range of psi is capable with a scm50 just using the adjustable wastegate arm?
