emissions problem

I just bought a 96 TSI , and the car smokes like a champ and i need to get an emissions test. Im not sure what the problem is, the guy put a used engine in about a month before ... one of the ones that get shipped from japan. So i dont think it would be the rings sence its a fairly new motor. The car has 440 injectors on it , a 3 inch catback , big 16g turbo, spearco front mount, boost controller currently set to 16psi. The smoke has a blueish tent to it and it smokes heavily at idle all the way threw 5000 rpm . Any help would be appreciated! Oh he said the motor came from a 94 evo? it has the cyclone intake. THX
 
Well it sounds like you have a JDM engine, just to let you know. My guess is that your valve seals are bad and oil is leakin in through the valves and into the cylinders (there is always the chance that the rings are actually bad I mean you don't know what this engine has been throughp previously). Or depending on how old you b16g is, it could be bad also hence burning oil badly. For the valve seals, and rings possilble try a compression test and a cylinder leakdown test. But before you do that, look up what the compression specs should be for a jdm engine. It may be different than an american engine. Let me know.

Normally, if it's valve seals/guides, there won't be enough oil leaking through to cause smoke all the time. Usually if it idles or just sits for a while and you start it up/take off it will blow a puff of blue smoke and then be fine. You could have bad rings, bad pcv valve, bad headgasket, turbo seals.
To eliminate the turbo, pull off the intake hose and look inside the compressor cover. If there is a puddle in there, that is one place to start.
To check the pcv valve, remove the hose and unscrew it from the valve cover. Give it a couple of shakes and listen for a rattle inside, if it rattles pretty good the pcv valve is fine. If it sounds like there aren't any pieces loose inside, it is no good.
I would recommend a leak down test, that would tell you how much is leaking and would help you find where it is leaking from.
Also you could do a compression test, and then redo it after adding a little oil to the cylinders.

Those are some good places to start.
