Found this when I was taking my intake manifold off today. What is it, and should it be bolted to something? I found it just lying on the crossmember.
I know it was originally bolted somewhere, it didn't come from the factory lying on the crossmember, but does it need a ground?

I don't know what it is but im fairly sure it's only on 90s and that it does need a ground. I bolted it to the intake manifold when i worked on a 90 and the car didn't have any problems. Make sure you plug it in to the harness too.

That is a tach adaptor.. only 90's have them because of their screwed up wireing.. without that lil guy which satan chargeds 70.00 for your tach wont work.. just clean it up and bolt it to the firewall somewhere.

This is not the tach adapter, it is a noise filter. The tach adapter is on the coil on a '90, and intergrated into the power transistor on '91-'94.
