temp. gauge lying?

hi

just wondering if my temperature gauge in my car is REALLY tellin me the right temp. i know, i know, you all probably REALLY dont know because its my car and not yours, but i just wanted to ask. the temp here is around 55-60 degrees. i do have a cold-air intake and the coolant has been changed. now if i was to describe the whereabouts the tach is on the gauge, it would be right around where 1/4 tank of gas would be on the gas gauge. is that ok? is the needle sticking? it does eventually go up just a little bit once the cars been running for a while, but 3 months ago it would hang right around under the halfway mark. any info would be great!!
