turbo wants to boost up but doesn't?

Ok heres my problem...
I just got my 95GSX back after 2 years. Long story, not going to get into it. Anyway...when we picked the car up it started fine no noise or anything, but when i drive it, the motor won't go past 3000 rpm, and if it does the turbo doesn't spool up. I just had the motor redone. I had spun a rod bearing and scarred the crankshaft. Everything was replaced to specs. But now the car doesn't run right. When i down shift into first the car stalls, and if I am sitting still, when i rev the motor it stalls out. I think that the problem is bad gas and oil. Possibly a fouled out plug or wire. Does anyone know what is wrong?

Sounds like a boost leak to me. I had the same symptoms with my car a few weeks ago, the upper intercooler pipe had come off.

If it sat for 2 years, you could have bad gas too. Dump in some HEET to get the water out, and if it's close to empty fill it up with super and put in a few bottles of injector cleaner.
