Idle surge(but its fine with the heater on)

I'm guessing its a sensor but which one ?, When i turn on my heat my idle is fine.

My girls talon did the same thing , the scan tool said it was a coolant temp sensor which If I remember correctly was the one on the left front of the water neck. I cleaned the sensor and the cel went off but still had surge so I unplugged the little one wire sensor that gets switched when you close the throttle plate right by the cable and it stopped.
