Stock 95 gst spiking to 20psi

Ok I bought a old used VDO boost gauge from a local dsm club member and installed it today. I noticed on the highway earlier that when i shifted from 3rd to 4th it spiked to 20 right quick then went down to around 12psi or so. 20psi seems like an awful lot and was curious what could be wrong? Current mods are dave brode upper with 1G bov, dejon tool intake pipe with open cone kn on it. No boost control at all. BCS mod performed.

this is a 1995 gst, thanks for any input.
 
Does it only do it 3rd to 4th? It sounds like you just need a boost controller. After I upgraded my BOV my boost would always spike to 20. The bost controller fixed that problem.

ok that's probably what it is. Dunno why else it would do it.
