Newly rebuilt motor not starting!?! HELPPP!

My car has been in the shop getting a complete 6 bolt motor swapped in with rebuilt internals. I finally was able to take it home yesterday after it was broken into a little bit. I live around an hour from the shop, so on the drive home I made sure to vary the rpms. Everything seemed great. The motor read perfect vacumm, it idled on the dot, and I was very happy with the way everything was running. I got home and let it cool down for around 20 minutes, then shut off the engine excited to drive it the next day. Now to the problem. This morning I go to start it. The motor doesn't crank at all. It makes this loud chhhh grinding sound. The battery reads 12 volts, so I don't think its the problem. The motor doesn't crank at all. It just makes the sound. I am hoping that its the starter...but I never had one fail on me so i'm not sure of what it sounds like. Please help me with any input...I put alot of money into this car and am starting to get very depressed about it. Thanks
 
Well I assumed it was the starter also since the motor was barely turning over. I removed the starter and had it tested. Came out to be fine, but I still replaced it with a new one just for sure. Went to start the motor and the same thing happens. It sounds like the tooths of the starter are trying to grab the flywheel? Kinda of like a grinding sound...but the motor barely turns over. Maybe I broke a few teeth of the flywheel? It is a brand new act flywheel so I am having a hard time imagining that happened. What do you guys think?
 
It started up fine many times at the shop. They also ran and tuned it, breaking in the motor a little. Yesterday, when I drove it the car started up perfect. After 30 minutes of driving I let it cool down for around an hour. It started up perfect again, then I drove home which is around an hour from the shop. I was really happy with the car since it ran so perfectly and strong, but this morning was another story :( . I'm just praying that it didn't jump timing, since the car has been at the shop for almost 2 months now already.
