Can't turn boost past stock after emissions removal...

So i removed all of the emission hoses and the charcoal canister, as well as blocked off the EGT. So my engine bay looks like the "After" in the taboo speed shop picture: http://www.taboospeedshop.com/emissions.htm

I have a turboxs dual stage boost controller, and after I removed all the hoses it was working fine, boosting at 17 psi what I have it set at... but it was making this real loud hissing sound around the knobs (The knobs dont turn on my boost controller, there is a allen screw inside the knob that adjusts the boost.) So i taped the knobs up and the hissing stopped, but so did the boost. It remains at stock.

So im stuck on what to do, I can remove the tape, and have boost but there shouldnt be that hissing sound, something is giving that pressure when it shouldnt. Any ideas?
 
When/where did you hear this hissing sound.. when you where checking for boost leaks?


The BC operates by bleeding off the air that goes to the WG. Lets say the WG is set up to open at 7 PSI. With a hose connected directly from the outlet of the turbo to the WG, as soon as it reaches 7 PSI, the WG opens. Now, The BC lies to the WG. It lets air out of the line to the WG so that when the outlet of the turbo is producing say 17 PSI, the pressure that actually makes to the WG is 7 PSI. We do this so that we don't have to change the spring in the WG. So hissing from the BC is normal
 
The hissing was when I was just sitting there at idle. I changed the boost controller and it is fine. Add that one to a leaking boost controller.
