Car wont turn over little power to accessories

I turn on the key and the dash lights are very faint, no power to starter. I cant tell if fuel pump kicks on or not. The battery shows 12.4 volts and 894 cca I just intalled a new capacitor in the ecu but, the other 2 checked fine so I didn't change em. I also put in a new fuel pump but, I dougt it has anything to due with it. Does any body know how to corectly check the capacitors and how to check the fuel pump to see if it is working corectly? Any help is greatly appriciated!

What did you use to measure the battery amperage?

The place I bought it from used a battery tester and said it was fine

I used a ohm meter to check the capacitors I think.
