dash lights dont work, few other probs

my dash lights dont work and its super hard to drive at night like this, does anyone know why they wouldnt work?

also my turn signals arent working as well...

when i pull my hood release thing my hood doesnt "pop" open so to speak, you have to have someone pulling on it while i pull the cable, then it comes up so i can unlatch it, is the release cable caught on something or is that latch bad?
 
If your taillights work then it's not your taillight fuse or relay. If turn signals don't work, suspect the Turn Signal/Hazard Flasher Unit (behind center console on a 1999 - 10 pin connector) or column turn signal switch itself. First check the bulbs as the turn signals use a separate filament.
