I have a 91 auto TSI... at idle the vac on it is at about 5. The timeing has been checked, there is not major vaccum leak.

I bought the car with a bad ECU, I replaced it with a 92 5 speed ECU... Does auto vs. 5 Speed ECU make a difference? If so is there any one on here that has a auto ecu for sale?

as far as i know if u have an auto..u need an auto ecu.

Check the timing belt and make sure it is not off a tooth or two. Like I said, ignition timing will not affect vacuum that much. Why is the timing fully advanced? You should only have 5 degrees base timing.
