Horrible surge, tried EVERYTHING what else can cause it?

hey guys, i searched through this forum a fair bit and didnt find anything I could use pretaining to my problem.
My problem is really 3 seperate smaller problems, so I will break them down.
1. turn the car on and rpms go to about 2200 for 15 seconds!
2. after 15 seconds idle surges between 1500-1700 rpms.
3. I maintain a fairly high idle most of the time.
NOTE: the very second the temp gauge gets to normal temp, everything is better!
heres what I have done:
- checked coolant sensors, found one broken, fixed it.
- replaced isc motor
-cleaned the tb thouroughly
- replaced a crap load of vacuum hoses, and did a intake leak test. (fine)
- set base idle, well tried to but we couldnt get it under 1200rpm.
- timing is fine (datalogged)
Ive basically done everything the vfaq on the issue has to say about it.
is theyre anything else I can do?? Its really getting on my nerves

02 sensor checked out fine.
as for the isc I replaced it with a fairly new used one, but it tests out fine.

and just something to add to all this, how do I get my start up idle to lower?
i'll turn the car on and it will shoot to 2400rpm. not cool!

Throttle body seals could be gone. It would allow for unmetered air to get into the system. I'd suggest the FIAV eliminate mod, but you live in Canada, and it gets cold there.
 
hey try a dif maf senser mine went bad and did the same thing. i got a new one and went throw and tightend done everyhting. it helped alot i got mine for 25$ at the local junk yard if you know some one with the same car as you try theres first to see if it helps or works
