11.5v and exhaust "puffing" or "popping"

Title may sound strange, but as I was driving home, I noticed my voltage was only at 11.3v, and I rolled down my windows and my exhaust is puffing. My exhaust has "puffed" or "popped" ever since I changed my spark plug wires (and yes I tried putting the old ones back in, but it still did it, go figure), but not nearly as much as it is now. I'm guessing the voltage has something to do with it? It seems that when I rev the car, the voltage actually drops about .2, which is strange and I don't understand it. Any ideas of what could be causing these two problems?

I checked the connections, made sure everything is hooked up fine. I don't understand what could be the cause of this.. any help would be great.

Would the low voltage cause my exhaust to puff? I'm not even sure where to begin. This happened all of a sudden, on my way back home from work.. it was fine until I noticed the voltage drop and won't go above 11.5v. Any clue as to why?
