is this normal? turbo play

I have here a pic of my turbo. The cap/washer/peice that I am holding is loose from the housing, as you can see in the pictures. When I took the turbo off it was together but came apart with no effort, I think it was just held together by the carbon build up. Anyways is this supposed to be real tight or what? I put the turbine housing on and everything but when I turn the wheel it rubs that piece and theres a ringing sound, I dont know if it will be ok when I start the car or if It will damage my wheel. That would be shaft play. Happens when the turbo has high miles on it. I dont get this though. My friends 99gst with 60k has tons of shaft play. My 14b with well over 100k has NO shaft play.

There's different kinds of shaft play. I'm not sure what the technical names are, but one type is when the wheel moves in and out like in the picture, and another is when you can move the wheel side to side. Both of these are caused by different things, but I'm not sure what. I'm sure someone can help out on the technicalities.

probably shaft play like mentioned before.. put the turbo back together, if you can move the comp wheel side to side and you can see the wheel hitting the turbine housing there's a problem.. also i consider anything more than 1mm of up and down shaft play [ in and out, whatever ] bad also
