I recently purchased a 1991 tsi talon. It would not go over 25 mph and my boost gauge would peg out. I am new to the turbo era and have little knowlege. I found that my spark plugs were black and that there was oil in my intake. I am assuming that my turbo is leaking and sucking oil into my intake. I cleaned my plugs and it ran fine, for about a minute. I was wondering If I was correct and what is better, rebuild or get new one. Any one got info or one for sale?

Your stock boost gauge is useless just so you know.

Put new plugs in your car.
Check the turbo for shaftplay. Take off the intake and wiggle around the shaft in the middle. Sounds like your turbo needs a rebuild but better yet, get a new one.
