Boost problem

Hey folks! I just got my eclipse, its a 1990 GSX. I put on a K&N Opened up the exhaust and got a hallman manual boost controler. I installed it and my boost guage and slowly cranked it down until the boost started to go up. The problem is it got to about 12psi and it wont seem to go any higher. I ended up cranking the boost controller all the way down and still it wont go any higher. If anyone has any idea what might be going on I would appreciate the help.

dont want to make you sound dumb, but sometimes people just turn them the wrong way.....i did that the first time i installed mine.

or, you might have a small boost leak...do a pressure test.
