Do all turbos leak at the intake side near oil inlet pipe?

I just did a boost test and can't get past 10psi with compressor even set to 30psi.It goes up to 10psi and then bleeds down instantly as soon as I stop pumping air into it. I hear but can't feel a loud hissing coming out of turbo I think and it seems to be by the oil intlet pipe.Are they supposed to leak there.I thought you are supposed to be able to get like 25psi and then it should very slowly leak out.
My car has 130,000 miles and probably original turbo.Do they crack and get boost leaks or is there some kind of seals in there that go.I just have a 14 b.
Also seem to have a lot of boost spiking problems is that due to this leak at the turbo???

There is a very large Oring inside the 14b turbo that I bet is bad. It is on the compressor side, but it is a huge pain to replace. Good luck. Oh and you have to remove the turbo to do it...:thumbdown
