Help me check my timing with pics

I have a 95 GSX with a 6 bolt swap did a full rebuild, I have a 98 ecu with ceddy mods and dsmlink v2 with the 95ecu both do the same thing.

im getting spark and fuel about 43 psi, but will not start; before i put the engine in i checked the marks and turned it over over 20 or 30 times and checked the timing marks before putting it in the car but after it would not start i checked the marks and the crank pulley looks like its off by the cover. Does this matter or do i need to redo it

If what I'm seeing is the notch on the crank pulley then the crank is at 15* BTDC, it should be at TDC with all the marks lined up properly. Also, though it's hard to tell from the angle, it looks like the intake cam is retarded and the exhaust cam is advanced. I'd pull the cover and start fresh getting things lined up correctly.

If this is looks timed right any suggestions on why a 95gsx with a 6bolt swap and a 98 ecu with ceddy mods would not start?

In the second set of pics mechanical timing looks to be correct. Start following the basic no-start checklist... Do you have fuel? Do you have spark. Is the CAS out of phase? Start with the basics then work from there.
 
Yep that's exactly what I used when i did it. I have fuel at a little over 40 psi, good spark I'm going to check the compression this weekend, I had a local shop redo the valves I read a post from Bogus about the valve height I did not check any of that maybe that's the problem.
