bad fuel pressure regulator or bad gauge.

To start I found some gas in the gauge and when I shut the car off it still sits at 20psi. Also I set the regulator to 43.5 with the vacation line off but with it on it read 38psi is that normal?

The rest of the details are just icing on the cake, if you found gas leaking into the FP Gauge it's dead and due for a replacement.
