Stock Fuel Pressure, what it should be and how to test, help?

I just got my fuel pressure banjo adapter bolt and hooked up a pressure gauge.

At idle my fuel pressure is showing 36-37 with the vacuum source attached to the regulator.

If I remove the vacuum line from the regulator then my fuel pressure goes up to 44.

I am under the assumption that a 2g is supposed to be at 43.5 PSI, however I am unsure if you are supposed to see this amount with or without the vacuum line attached.

Actually I did search for : fuel pressure

it returned 20 pages.... I started to scratch my head after reading through a couple pages and not finding my simple answer.
 
When vacuum line is connected, it should drop 1:1 with the manifold pressure, 1psi = 2inHG.
