Timing belt tensioner gap ?

I got the timing belt installed with all new parts. Set the tensioner gap to .15 with drill bit. Rotated the crank 6 time waited 15 minutes check again and it was between .15 and .16, this was last night. Today when I was gonna install the timing cover I decided to check it again. The .15 drill bit would not fit between tensioner and the tensioner arm, the gap was to small like .10. Is this normal, or should you always be able to insert the .15 drill bit between the tensioner and tensioner arm after the car has sat for a while.
