Any reason why? From what I understand (though I may be wrong) a boost controller, controls, the signal that the wastegate sees. Wouldn't a regulator manipulate that signal thus allowing control over the amount of boost?
 
Ya but a MBC doesn't let any air go by it until it reaches the point you set. That device is giving it a steady steam of air that will possible hold the wastegate open, closed, or halfway open. Won't work correctly. Just build one. It is easy. I did mine while working at my hardware store. Got the tutorial of this site and tweaked it a little.
 
You could probably use a compressor bypass valve, but not too sure how well that would work, if you want to be cheap.

the regulators for an air system llet a constant amount through all the time, say you set it at 10, it will let 10psi through but your wastegate will still open at 7, but if you set it under 7 your wastegate will never open
