Wastegate acuator wont open enough?

I have the big 16g with a A/R.70 (internal wg) and first of all after removing the acuator arm from the wg, I hit 17 psi @ 6k rpm. Something was very wrong. I pulled out the turbo again and noticed that the wg hole was only 20mm and the flapper 34mm. So I ported the hole as big as I could. It turned out to be around 30mm.

So back to testing, now I hit 14.5 psi @ redline in 2'nd and 3'dr gear. Still not right.
I extended the wg arm and it only opens the flapper about 35-40 degrees. The wg acutuator looks exactli like it should on the 16g turbo.

The rod is adjusted correctly for maximum pushing length (barely holding the wg closed). Turbo spools quickly to 7 psi and then the wastegate opens ~40 degrees and the boost slowly rises to 14.5. What to do?

What is the normal extention distance of big 16g wg actuator? Mine extends about half an inch. Any ideas what to do next?
