problem with wipers

first problem: the windshield wiper has three speeds the intermitent, low and high the problem is that the intermitent velocity doesnt work
the second problem is that if i turn off the wiper it stays where ever it was and doesnt come down so i have to wait till its going down to turn it off
what could be causing this.

Sounds like one of your wires is disconnected, check that.
Also check your wiper relay.

Wires are attached to the motor, relay is in the hood.
I'm pretty sure.
