Would like to know two things, is the PTE 5031 repair kit same as a regular garrett repair kit ?

and does the PTE turbine housing fit a t3/t4 garrett CHRA

Is the PTE 5031 repair kit same as a regular garrett repair kit?

Probably not. The journal bearings and turbine / compressor seals will be the same, but many PTE turbos use a bolt-down 360* thrust plate that is specific to their brand.

Does the PTE turbine housing fit a t3/t4 garrett CHRA

This will depend on the spec of the turbine wheels. If both turbos use the same size turbine wheel, then the housing will fit.
