Weird Wastegate Problem..HELP!!

I recently installed a turbosmart external wastegate "Ultra-Gate38" with a dump tube. I now realize at idle my dump tube is blowing. Why is that?, I know i'm not building boost when the car is at a stand still just idling. The car works fine and boost to 10 psi but why is air coming through the dump tube?
Also I turned the boost up to 15psi and it will only give me 10psi. I did a boost leak test too and didn't find any leaks. Is this problem related to my wastegate issue as stated above?
How can I resolve the problem of when the car is at idle you hear the exhaust leaking out through the external dump

You should list your mods somewhere. Make sure the hoses are hooked up properly. Also, there is a metal ring (valve seat) on the inlet that needs to be in place when you install the wastegate. Without that, I think it will do what you are seeing. Also make sure it is leaking out of the wastegate and that you don't just have a leak before the wastegate somewhere.
