My tail lights will not turn on ?

Ok i was driving last week and when i hit third the instrument lights and the tail lights went out the brake lights still work just not regular tail lights i checked the fuses and the fuse under the hood labeled tail lamps was blown so i replaced it well as soon as you cut it on it blows it I figure that there is a naked wire touching somewhere just any ideas on where to look for it or if it can be anything else ive searched the trunk and its fine

p.s. also i can puch in on the clutch and my afr gauge will light in the red without the car running or anything i even came out the other night and the afr guage was lit up any ideas?
 
I would start by unbolting the fuse box. Flip it over and look around underneath it for broken/melted wires. I had this same problem when I bought the car. Found one short under the dash and another directly under the fuse box.
