help with throttle cable

ok i finished my 4g63t swap and it started fine and everything but out of no where it revs itself to like 5,000 everytime i start it....i have to push on the throttle cable to lower the revs and turn it off...also my exhaust manifold smokes white smoke crazy after a bit any ideas why?

the cable is to tight the 2 screws that hold it together are tight also but it still revs high i need to unbolt the screws and loosen it up to drop the rpm.....any way to adjust it the biss doesnt really do anything just drops it a little
 
clean out the throttle body and make sure the butterfly is moving freely and closing all the way in there. The white smoke from the manifold is typical if you just put the motor together if you got any sort of fluids on it. they will burn off after a while.
